The income taxes charged on tobacco companies for producing cigarettes is what makes them expensive. Since the e-cigarette is not an actual cigarettes, the laws that impose restrictions on them aren't that many. This means that the number of income taxes imposed on them is much lower, the reason why they are so cheap.
Another advantage of buying e-cigarettes is that they can be used several hundred times before they have to be replaced. Most of them are charged at around $50 – approximately the same amount you would pay for a carton of tobacco cigarettes. The electronic ones will have to be replaced after a few hundred puffs, and work out much cheaper for the daily smoker than rolling one or purchasing packs from the store.
